I don't remember. try activating this functionality first and check if there is an option for resetting the questions. i am quite sure there is none.
AFAIK, users can only change the questions and reset the answers after they login to portal and access personalize link. Their they can maintain their questions and answers.
You will never be able to eliminate the need for helpdesk to assist users with their logon issues. So these unfortunate users who forget their security answers can always fall back to helpdesk for generating a new password.
HOWEVER,
if the scenario / client demands, that you must have for sure , than always fall back on developing a custom WDJ application.
P.S. Hoping that in discussing all this, we are talking about Portal UME as datasource for portal.
