freight cost calculation

Hi all,

I got two questions concerning my freight cost calculation.

1. I saw in my calculation a yellow sign for condition is inaktiv. Could you tell my what it means. Pls look at my attachment.

2. My calculation scheme content a tax of 19%. But when I let run my freight cost calculation, it consider just one condition instead of two. pls look at my attachment.

Can anybody help me?
